Essington Parish Council Finance Sub-Committee Meeting Minutes held on Monday the 7th of April 2025 at 7pm in the Council Chamber.

Closed Session
Exclusion of the press and public: to exclude the press and public during the consideration of the items set out under agenda Items 9,10, & 11 on the grounds that it may involve the disclosure of exempt information as set in paragraph 1 of Part 1 of Schedule 12a to the local government act 1972.
Present: Councillors Chris Steel, Warren Fisher, Ken Moseley and James Parker
Also Present: Kate Roberts- RFO and Louise Tipler- Clerk.
Agenda.
1.) Apologies- Hilary Southern
2.) Declarations of Interest- James Parker declared a pecuniary interest in item 4,on the Schedule of Payments.
3.) Minutes of the last meeting the 10th of March 2025- Proposed by Chris, Seconded by Ken, all in favour that the minutes were a true and accurate record.
4.) Schedule of Payments – April 2025- Proposed by Ken, seconded by James, all in favour, to recommend the payments to full council for ratification.
5.) Income and Expenditure report – March 2025- Proposed by Ken, seconded by James, all in favour. It was noted that British Gas had credited Long Lane Account rather than crediting direct to the Councils Bank Account.
6.) Bank Reconciliation both Accounts – March 2025- Proposed by Chris, seconded by Ken, all in favour, to be recommended to full council for ratification.
7.) Amendments and Changes to Financial Regs- Councillors were in favour of the amendments to Financial Regulations item 5.6 and 5.7, to be recommended to full council for ratification.

8) VAT Partial Exemption- Council reviewed Fishing Permit Activity, to confirm that Sport Supplies are exempt from VAT, re: VAT Notice 701/45.

9) Evaluation of Pay Scales- The Finance Committee reviewed the Pay Bands and resolved to recommend their findings to the HR Committee to consider at their next meeting on the 2nd of June 2025.
10) Tennant’s Rent and License Reviews- The Clerk informed the Committee of recent correspondence received, which was noted, item to stay on Agenda.
11) Tennant’s Leases- Further discussion necessary, stay on Agenda.
12) Date of the next meeting – 9th of June 2025
13) Closure- 21.00.
