Essington Parish Council have unanimously approved the management and enforcement of the car park at Essington Community Centre to be operated by a specialist car parking company.
Over the last few years the Parish Council, have had to do everything reasonably practicable to reduce the high risks presented by the car park on the community centre site. This started by creating safe pedestrian walkways and removing the head on collision risk with a one-way system. However, the main risk remains, and that is the sheer volume of vehicles on site at school drop off and collection times.
The site was a small village school, it wasn’t designed to accommodate a large amount of vehicle movements in a very small timeframe. The abuse from people parking for the school also has a negative effect on the genuine users of the numerous businesses on site, including the nursery and medical centre, where genuine users cannot park and use the facilities during these times.
Therefore, from September a new enforcement policy will become active on the site. Parking at Essington Community Centre will require a ‘Permit’. This will be in force at all times (24hrs/day, 7 days/week, 365days/year).
ANPR Cameras at the entrance will record your vehicle coming on to site, you will need to be a genuine user of one of the facilities in which case you will be able to enter your registration number on a tablet. This will give you a timed Permit. You will need to be off site before the Permit expires (most cases 2 hours however this is subject to change).
If you park on site and do not have a permit or do not leave before your permit expires, you will receive a Parking Charge Notice (PCN) of £100. Essington Parish Council will have no control over this and therefore we encourage all users parking on site to read the signage once installed.
If you are parking on site for use of the adjacent school, you will not be able to get a permit and therefore receive a fine.
It has long been policy at Essington Community Centre that parking is for on-site facilities only, however, it has become increasingly difficult to manage and due to corporate liability, the Parish Council are not able to ignore the increased risk.
We are fully aware of the difficulty for those in and out of the catchment area who drive to drop/collect children for the school, especially since it’s extension. The Community Centre is simply not the answer and therefore please do not use it for this purpose. If you get a Parking Charge Notice (PCN), the Parish Council will not be able to do anything about it and you will need to liaise with the third party. Details will be on the signage.
If you are able to walk to school, we encourage you to do so.
