Minutes
Management Meeting held on Monday the 18th of September 2023 at 7pm in the Council Chamber.
Public Participation 15 Mins.
Agenda
- Apologies- Adrian Nicklin, Susan Sheldon & Hilary Southern.
- Declarations of Interest- there were no declarations of Interest.
- Approval of the last meeting minutes 17th of July 2023- Proposed by Ken Seconded by Gill, all in favour that the minutes were a true and accurate record.
- Matters Arising- There were no matters arising from the previous meeting.
- ECC
- a) Maintenance- The clerk mentioned that the CC Leaf blower was broken it was suggested to look at a repair no more than £100.00 or replacement at an additional £250.00, Councillor Parker offered to take for repair.
- b) Car Park/Lighting. Councillors discussed the new one-way system; it was proposed by Warren to add extra signage and Quotes for additional Car Park Lighting are thought necessary.
- c) Defibrillator/s- due to restrictions and accessibility councillors agreed to audit areas within the Parish considered suitable and recommended points to introduce more defibrillators.
- d) Miners Monument- The Clerk advised Council that she has submitted the final site plan for the monument & is now awaiting payment details.
- e) Tree Maintenance – Quotes- Councillors noted the quotes for tree removal on High Hill suggesting an additional £5000.00 EMR for tree maintenance budget 24/25.
- f) Chill out Club- Contract. The trial period for the Chill out Club has expired. A new term of hire and booking form will need to be agreed.
- g) Christmas Lights (Fingerpost)- Councillors quashed the previous plans to introduce a Christmas tree onto the fingerpost island for this year, however it is the intention to continue with the lights on the Church,

the electrical wiring needs updating, council are awaiting official quotes.
- h) Posts and SIDS High Hill. – Deferred
- i) Utilities – Tennant’s – The electricity and Gas contract is due for renewal in August 2024 Council have received renewal comparisons for a fixed 3-year term however, Councillors agreed that it was a little early to commit with the market being uncertain, the clerk will write to the necessary Tennant’s for their opinion.
- j) Land Titles (all)- Councillors discussed land titles for all associated land and Tennant’s. It was resolved that the Council’s solicitor should be instructed to apply for the titles and the costs to be bought to Full Council.
- k) Civic Sunday- Celebration in the Community- Councillors noted the date of the 4th of February for the celebration.
- l) Hall Hire (exceptions)- A written application to the Parish Council must be made for any consideration of exceptions to the usual Terms and Hire Charges.
6) Medical Centre – Car Park Lighting- Discussed under Item 5b) on the agenda.
7) Broad Lane- Walsall Football Club Ticket distribution- The Council are gifted monthly 12 free tickets to each of Walsall FC home games, Councillors resolved that due to popularity to make it fair for all residents that a roulette selection each fortnight would be introduced. The Clerk therefore will advertise the details through Essington Live and The Parish Magazine.
8) Westcroft- Notice Board- The notice board at Westcroft has been missing for some time after it was stolen, Council is now in receipt of a replacement, deferred to Full Council to ratify reinstatement of the Board in its current location.
9) Pools- Lease/Ownership- deferred
10) Swan Park- Letter from resident- The Clerk to respond.
11) Date of the Next Meeting- the 16th of October 2023.
12) Closure- 9.08pm.
