Full Council Meeting held on Monday 21st February 2022 @ 7pm in the Council Chamber at Essington Community Centre
Public Participation 15 minutes- Essington Harriers were in attendance, the club advised Council of their plans for their spring 6 race Council discussed and advised that following the meeting the Clerk will liaise with County Council for their permission to use the pools green area as their start and finish point and Liaise with the Harriers club Chairman following County’s response.
Present: Councillors, Chairman Chris Steel, Winston Haddon, Gill Kelly, Steve Porter, Adrian Nicklin, Susan Sheldon & James Parker.

3. Minutes of the meeting held on the 24th of January 2022- Proposed by Gill, Seconded by James
4. Matters arising from previous minutes- Drainage and Cellar Flooding was mentioned the Clerk advised that the drains had been cleared and the camera survey is due to take place as soon as the equipment is available.
5. District Councillors Report- Following the development and occupation of 100 dwellings on the Bovis site £10,000.00 should have been allocated to the Parish Council through the 106 agreement to be spent on Swan Park, District Councillors continue to challenge the agreement which has clearly not been monitored correctly.

7. Financial Matters
7.1 Schedule of Payments- tabled at the meeting Expenditure February 2022 Proposed by Adrian, Seconded by Winston- all in Favour.
7.2 Bank Balance as of 31st January 2022- £163,694.09
7.3 Bank Reconciliation. The Bank reconciliation statement agreed with the Council’s bank balance as of the 31st January 2022
7.4 Budget discussion 22/23- meeting to be arranged to set the budget- Monday March 7th 2022

8 Fishing permit Renewal & Price increase- Proposed by James that the Permit costs for 2022 are as follows Adult Pass £33.00, Senior Citizen £12.00, Child under 14 £9.00. Seconded by Chris- All in favour.
9 Hall Reopening – Hall Hire Price Increase- Deferred to Budget discussion 7th March 2022
9a Tables & Chairs Renewal- Deferred until More quotes have been obtained.
10. Spring 6 Race- As discussed in Public Participation.
11. Chamber Redecoration & accessories- Council agreed to the sum of £250.00 to be spent on accessories for the Chamber.
12. Swan Park- Meeting Update- A meeting of the Swan Park Committee arranged for 21st March 2022 at 7pm.
13. Highways- The clerk has received a reply from County Councillor Kath Perry who will liaise with Mark Keeling to arrange a public meeting following a flurry of complaints from residents regarding the state of the Highways within the Parish.
14. Millennium Stone/ Miners Memorial- Maintenance Quotations-Cleaning & Clearing Overgrowth. Council have received a quotation from Grounds maintenance to Cut down and remove the overgrowth from the millennium stone Chris to liaise with with the groundsman.
15. Local Plan-Update- Nothing to report
16. Dog Waste Signs- Clerk to chase up previous email with new contact details
17. Climate Change- Council are tied to the current energy supplier until 2024 councillors discussed the possibility in the future of offering a charging point for electric vehicles.
18. Essington Show 2022 – Several members of the Parish Council are on the Show Committee who advised Councillors that great progress is being made towards what should be a great community event.
19 Pools Lease- The Chairman has been in contact with County Council following correspondence from the Department for Environment and Rural Affairs who have recognised the possibility that the pools area may be a Nitrate vulnerable zone. Clarification of responsibility is required before the Parish sign the lease. Stay on Agenda.

21. Tenannt’s License Review- Rates to stay at the agreed rates to be reviewed June 2022
22. HR Meeting Update- The Clerk advised Council that a meeting to discuss the content of the Clerk & RFO Contracts and Job descriptions had taken place. Due to the Council employing an RFO the original contracts need to be adjusted to suit.
