Minutes Essington Parish Council Full Council Meeting the 11th January 2021 @ 7pm Meeting held via Zoom.

1). Apologies- Cllr Dodd
2). Declaration of Interests- Cllr Kelly declared an interest in item f) Budget forecast due to her involvement with Kelly tots Nursery (Rent forecast)
3). Approval of Minutes of the last Meeting- Proposed by Cllr Southern, Seconded by Cllr Lester- All in favour.
4). Matters arising from the last meetings minutes-None
5) County Councillors Report- None
6). District Councillors Report- None
7). Correspondence (Peninsula/Rugby Club) Peninsula have made a start to writing the Health and safety documentation for the Council however final adjustments will need to be added after a site visit possibly March time due to COVID-19 restrictions. ERUFC have raised a large sum of money for Food Bank due to stocks being plentiful Council have asked for the funds to be held for now until stocks become low. No request has been made to hold an election for the Vacancy for Central Ward. Therefore, the Council can fill the vacancy by Co-option as soon as is practicable, Applicants should apply in writing to the Acting Clerk no later than the 18TH January 2021.Details are available on the Community Centre notice board and on the Parish Council website.
8). Finance
a) Summary of payments to be passed-Proposed by Cllr Lester, Seconded by Cllr Haddon-All in favour. Cllr Nicklin declared an interest due to reimbursement for parts to secure Christmas lights.
b) Ratify Cost for removal of Tree High Hill. (as per quotation) Proposed by Cllr Southern, Seconded by Cllr Nicklin-All in favour.
c) Microsoft Excel- Renewal – Account to be checked to see if it can be for all devices.
d) Prepaid Payment Card – In the process, Photo ID has been sent off waiting for authorisation.
e) Review 1911 Café Rent- Continue rent holiday to end of February to be reviewed at the March full Council Meeting.
f) Budget -3-year Forecast- Cllr Fisher who worked tirelessly on the Budget Forecast gave a brief presentation to Councillors. The Chairman thanked Cllr Fisher for his continued hard work within the Council which was echoed by all Councillor’s. Proposed by Cllr Haddon, Seconded by Cllr Curtis- All in Favour of the 3-year Budget Forecast.
Proposed by Cllr Nicklin, seconded by Cllr Lester that Council maintain the same precept for the next 12 Months. All in favour.
Cllr Lester requested that an explanation to the community was necessary justifying the reason for the Precept remaining unchanged.
g) Ratify Honorarium’s – £200.00 Key Holder of the Pavilion’s, £500.00 each to the Pools Bailiff’s. Proposed by Cllr Kelly, Seconded by Cllr S Curtis- All in Favour.
h) Amazon Business Account- Proposed by Cllr A Curtis Seconded by Cllr Southern- All in Favour.
i) Fishing Permits- (allowance for pools Closure)- Irrelevant due to Government overturning their decision to close Fishing Pools.
9) Asset Register/Audit- As a result of our External Audit one qualification was the Parish Council Asset register. Thompson Asset Surveys have been suggested to quote for writing the Parish Council’s Asset Register, proposed by Cllr Lester, Seconded by Cllr S Curtis- All in favour.
10) Planning- Validated planning Applications have been circulated to the necessary Ward Councillor’s.
The Chairman at 8.51pm asked for an extension to the meeting to 9.15-All in Favour.
11) Heating System Café & Shop Area (Removal of old pipework replace with new heaters) Deferred to Management Meeting.
12) Sub Committees. Deferred
13). Foodbank- Council agreed for a Community Volunteer to sort the foodbank in the short term.
14) Liaison Committee- (Quarry) Mud and debris affecting the road surfaces and local Roads seem to be mainly coming from the local Quarry’s. Reports should be made directly to Highways
15) Intruder Alarm- Cllr Steel and Cllr Fisher to meet with a local security Company to discuss options for additional CCTV Cameras, Security and Key Coded access to the Community Centre
