Essington Parish Council Full Council meeting held on Monday the 24th of February 2025 @ 7pm in the Council Chamber. 
 
Exclusion of the press and public: to exclude the press and public during the consideration of the items set out in agenda items 10 & 11 on the grounds that it may involve the disclosure of exempt information as set in paragraph 1of Part 1 of Schedule 12a to the local government act 1972. 

Public and Press Participation- 15 mins - 2 members of the public were in attendance.

Present: Councillors, Vice-Chair, Hilary Southern who chaired the meeting in Chris’s absence, Warren Fisher, James Parker, Ken Moseley, Joy Markiewicz.

Also present: Louise Tipler Clerk, Kate Roberts RFO & Joe Yates Admin.

1. Apologies - Councillor’s Chris Steel, Chairman, Gill Kelly, Sam Curtis & Thelma Mattison.

2. Declarations of Interest - None.

3. Approval of the minutes of the meeting held on Monday the 27th of January 2025,
proposed by Hilary, Seconded by Joy and the minutes were a true and accurate record.

4. Matters arising from previous minutes - Graffiti Wall.

5. District Councillors Report   – Local plan has been submitted.

6. Financial Matters 

6.1 Schedule of Payments- February 2025 – Proposed by Warren, seconded by James, all in favour.

6.2 Income and Expenditure-January 2025 – Proposed by Hilary, seconded by Ken, all in favour.

6.3 Bank Reconciliation- January 2025 – Proposed by James, seconded by Joy, all in favour.

6.4 Ratify Grant Application- Essington Bowling Club Storage Hut
Proposed by Hilary, seconded by Warren, all in favour.

6.5 Ratify Ash Waste revised costs to include food waste and recycling bins
New contract needs to be drawn up. Clerk to liaise with contractor and accept
new prices for 12 months on the understanding of the new contract, with all anomalies corrected.
6.6 Ratify Precept for the year 2025-2026 – Proposed by Ken, seconded by Hilary, all in favour.

6.7 Ratify Earmarked reserves – Proposed by Warren, seconded by Joy, all in favour.

6.8 Ratify the Budget 2025-2026 – Toilets £8000,00, fishing pegs £5,000.00 Proposed by Warren,
seconded by James, all in favour.

7. Solar Farm – No update – stay on agenda.
 
8. Pool’s Project – New permits from 1st April 2025, JP to talk to bailiffs’, chase contractor regarding pools barrier, proposed by Hilary, seconded by James all in favour. Stay on the agenda.

9. Community Hub – The chatty café is up and running and welcoming an increasing number of users of the facility each week and from the 4th of March it will be set up in the Community Centre Hall.

10. Medical Centre – No update.

11. Tennant’s Leases and Licenses – Create calendar of timescales when leases and licenses are due. Stay on Agenda.

12. Date of the next meeting- 24th March 2025.
