(No similar motion may be moved for a further 6 months)

6.8 Ratify £1000.00 for the purchase of materials for repairs to High Hill green area stumps and fencing and other identified repairs necessary in other areas in the village, (installation will be carried out voluntarily FOC by FOE).
7. Ratify to setup a direct debit to pay HMRC.

Full Parish Council Meeting held on Monday the 26th of February 2024 at 7pm in the Council Chamber at Essington Community Centre, Hobnock Road, WV112RF.
Public and Press – 2x Members of the Public were present for 10 minutes in Public Participation who had been invited to the meeting to collect their Contribution in the Community Award.
Present Councillors- Chris Steel, Hilary Southern, Adrian Nicklin, Gill Kelly, Sam Curtis, Susan Sheldon, Warren Fisher, James Parker, Ken Moseley, and Thelma Mattison.

1. Apologies- Councillor Steve Porter
2. Declarations of Interest – Chris Steel declared a Pecuniary interest in item 6.1 & 6.5 on the agenda.
3. Minutes of the meeting held on the 29th of January 2024- Proposed by Warren, seconded by Adrian, all in favour that the minutes are a true and accurate record.
4. Matters arising from previous minutes- None
5. District Councillors Report –
. An update on the Urban extension at Blackhalve Lane due in April
. BNG Biodiversity Net Gain – Legislation updated on the 22 February 2024 to clarify that unless exempt, developers in England are required to provide 10% BNG on all habitats within the redline boundary of their development.
6. Financial Matters
6.1 Schedule of Payments- February 2024- Warren Proposed the 50k Transfer from the Council’s current account to the deposit account as set out on the schedule of payments and a 6k Virement into section 137 for SIDS Cameras Seconded by Chris, all in favour.
6.2 Income and Expenditure Report- January 2024 – Proposed by Adrian, Seconded by Warren, all in favour.

6.5 Ratify reimbursement to the Chairman for Purchases made for Celebration in the Community a total of £274.65. Proposed by Hilary, seconded by Gill, all in favour.
6.6 Discuss and ratify Fishing Permit costs for 2024/25- Proposed by James that Council freeze the cost of the fishing permits for the season 24/25 @ £33 Adult, £12 Senior Citizen and £9 for a Child under 16 years of age, seconded by Warren, all in favour.
6.7 Section 106 monies Special Motion- to move the motion to spend -£3489.28 S106 monies on Christmas lights resolved at Full Council on the 27th of November 2023 Minute 7.6 EP913, in pursuance of a recommendation by the Councils Management Committee on Monday the 19th of February 2024 item 5, f) on the agenda. (No similar motion may be moved for a further 6 months) Proposed by Warren to rescind the minute 7.6 EP913 and to note that the monies are to be used towards the development of the planned LNR on the Pools site, seconded by Sam, all in favour.
