6.6 Ratify cost to supply and fit a Worcester Bosch 8000 30kw boiler with 12 years warranty @ Essington Community Centre Hall, Bar and Kitchen area. £3056.00 plus VAT. (This is in addition to the boiler purchased recently for the office pharmacy and toilet area).
6.7 Ratify Precept to be set at £146,041.
6.8 Ratify costs to install height barrier ECC next to sub -station

Full Parish Council Meeting held on Monday the 18th of December 2023 at 7pm in the Council Chamber at Essington Community Centre, Hobnock Road, WV112RF.
Public and Press – None in attendance
Present: Councillors, Chris Steel Chairman, Hilary Southern Vice Chairman, Gill Kelly, Steve Porter, Susan Sheldon, Ken Moseley, James Parker and Warren Fisher.
Minutes
1. Apologies- Cllr’s Thelma Mattison, Adrian Nicklin and Sam Curtis.
2. Declarations of Interest- None
3. Minutes of the meeting held on the 27th of November 2023- Proposed by Gill, Seconded by Steve, all in favour that the minutes were a true and accurate record.
4. Matters arising from previous minutes- amendment to the minute EP913 item 7.6 noted that there was 1x member against the Proposal.
5. District Councillors Report- following a motion put forward by Lib Dems at district Council, to allow members of the public to ask pre submitted questions, voted against by the majority conservative group, district Councillor’s for Essington are questioning why they should be against such a motion.
6. Financial Matters
6.1 Schedule of Payments- December 2023-Proposed by Warren, Seconded by Ken, that the Payments are issued except for the Annual Website Hosting & Domain Fee 2022/23 £131.95 (awaiting an official invoice) clerk to check cost of the barriers, all in favour.
6.2 Income and Expenditure Report November 2023- Proposed by Hilary, Seconded by Chris, all in favour.
6.3 Bank Reconciliations Current & Deposit Accounts November 2023- Proposed by Hilary, Seconded by Chris, all in favour.
6.4 Ratify Costs for the purchase of Land Titles to be paid to Partridge Alan Solicitors £200.00 plus £18.00 disbursements in respect of registry Fees. Proposed by Warren that Council purchase the titles as a requirement of our financial regulations, seconded by Hilary, all in favour.
6.5 Ratify costs for additional Car Park Barriers £330.00 plus VAT- The Clerk to check the cost shown on the Invoice, which is slightly more than ratified, proposed by Chris, subject to the accuracy of the costs, seconded by Gill, all in favour.
6.6 Ratify cost to supply and fit a Worcester Bosch 8000 30kw boiler with 12 years warranty @ Essington Community Centre Hall, Bar and Kitchen area. £3056.00 plus VAT. 6.7 Ratify Precept to be set at £146,041. Proposed by Warren, that the precept is set @ £146,041, for the year 2024/2025 Seconded by Ken, all in favour.
6.8 Ratify costs to install height barrier ECC next to sub -station- One quote had been received awaiting another, deferred to the next Management meeting for consideration.
7. Chill out Club- discuss email proposal for Hall Hire- Councillors read and noted the email received from the Chill out Club, however, it was resolved that all facilities bookings & costs remain as outlined in the Councils booking terms and conditions for all hirers with no exceptions.
8. Set Date for Budget meeting with Full Council- Finance meeting has been arranged for the 15th of January 2024.
9. Set Date for Car Park meeting with all Tennant’s- TBA in the new year.
