Full Parish Council Meeting held on Monday the 13th of February 2023 at 7pm in the Council Chamber.
Public and Press Participation- None
Present: Councillors, Chris Steel, Hilary Southern, Gill Kelly, Adrian Nicklin, Steve Porter, Winston Haddon, Thelma Mattison, Susan Sheldon, James Parker, Ken Moseley.
Also Present: District Councillor Warren Fisher, Clerk Louise Tipler, RFO Kate Roberts.
- Apologies- None
- Declarations of Interest- Chris Steel declared an interest in the schedule of payments.
- Minutes of the meeting held on Monday the 9th of January 2023- Proposed by Adrian, Seconded by Hilary, all in favour.
- Matters arising from previous minutes- Councillors mentioned that they had received a lot of positive feedback from the Community Civic Sunday event which had been a huge success.
- District Councillors Report-Councillors were advised that the local plan had been paused following recent Government legislation. The Parish Council were made aware that for future planning a neighbourhood plan should be considered which would give more local control over planning items. Community members need to be aware that to vote in the forthcoming elections that photographic ID will be required.
- Financial Matters
6.1 Schedule of Payments- February 2023- The Schedule of Payments for February were approved.

6.2 Income and Expenditure Reports- January 2023- Proposed by Gill, Seconded by Adrian, all in favour.
6.3 Bank Reconciliation- January 2023- Proposed by Hilary, Seconded by Susan, all in favour.
6.4 Updated Budget- Budget has been updated with the agreed amendments as discussed at the Budget meeting on the 30th of January 2023.
6.5 Ratify Costs of 2 Key safes (Chamber and Reception) £150.00- All in favour.
6.6 Ratify Westcroft reimbursement of expenditure re: Jubilee Celebrations. Awaiting an Invoice from Westcroft Neighbourhood Watch.
6.7 Ratify Cleaning Costs ECC- Proposed by Adrian, Seconded by Steve, all in favour.
6.8 Ratify Costs of new Lighting in Pharmacy Area- Additional quotes requested.
6.9 Banking Arrangements- The RFO mentioned that the four reserve accounts had been closed showing a nil balance, awaiting confirmation that they are now closed and funds have been transferred into the deposit account.
6.10 CCLA Investment Management- The RFO has suggested that the Council consider transferring funds into a CCLA investment fund, it was resolved that a meeting with the CCLA would be beneficial, the Clerk to Invite a representative to attend a forthcoming meeting.
7 Broad Lane Petition – The clerk mentioned that she had received correspondence from Highways that they had received the petition which has been forwarded to the office of County Councillor David Williams for consideration.
The Chairman asked for an extension to the meeting at 20.49 until 21.15 if required, Councillors agreed to an extension.
8 Long Lane Trees (site visit)- The Chairman will visit the site to carry out an assessment of the site.
