Full Parish Council Meeting held on Wednesday 28th of September 2022 at 7pm in the Council Chamber.
Public and Press Participation- None
Present- Councillors Chris Steel, Hilary Southern, James Parker, Susan Sheldon, Ken Moseley, Thelma Mattison.
Also Present– Clerk Louise Tipler
RFO Kate Roberts.
The Chairman welcomed all to the meeting mentioning the sad passing of our Queen Elizabeth the II, followed by welcoming a new Co-Opted Councillor for Central Ward Ken Moseley. Council also wishes both Gill Kelly and Steve Porter all the best for a speedy recovery.

- Declarations of Interest – None
- Minutes of the meeting held on the 11th of July 2022- Proposed by James, seconded by Susan, All in Favour, that the minutes were an accurate record and signed by the Chairman Chris Steel.
- Matters arising from previous minutes- Item 8, Agenda Proposal from the Agenda 11th July had been requested by one of the Councillors who has now resigned, Item removed from the agenda.
- Foodbank- Use of Facilities, suggested by St John’s PTA who had been expected to attend the meeting, Councillors briefly discussed the possibility of relaunching the foodbank facility. Stay on Agenda

- District Councillors Report- District Councillors continue to question the necessary use and the apparent statistics of the blue bags claiming that recycling has increased by 1% since they were launched.

7.8 SAAA- (Smaller Authorities’ Audit Appointments) The RFO mentioned that Council can opt out of the SAAA however, it is recommended that Councillors should consider remaining based on research which was considered risky and costly. It was resolved that council opt in. Proposed by Chris, Seconded by Hilary, All in Favour. No Action is required.
7.9 Ratify Insurance Policy renewal £7,795.65. 1/10/2022-31/9/2023.Proposed by Ken, Seconded by Chris, All in Favour.
7.10 Mazars, External Auditors Report- (AGAR) Council have received the External Audit AGAR for the year 2021/2022, which has been displayed on our website & notice boards.

7.11 Agree the terms of Brownshore Pools Lease, deferred due to incorrect wording, Council agreed to delegate authority to the Clerk and Chairman to Liaise with Staffs County Council.
7.12 Salaries- review, Deferred to November Meeting.
- Vistry Homes Proposal of Allotments/Open Space, Councillors discussed the possibility of Allotments or open park land on the land which forms part of Bovis now Vistry S106 agreement. Councillors wish to revisit the site and gather more information deferring the item for the next meeting.
- Old Hampton Lane-Protection Order, The Parish Council considered the proposal and have no objection to the order. The date for objection had expired due to our 12th September meeting being delayed.
- ERUFC Car Park Planning, Councillors have no objection to the planning application submitted by the Rugby Club to extend their car parking facilities, giving full consent to the Planning Proposal. Proposed by Chris, Seconded by James, All in Favour.
- Wood Farm Golf and Leisure, the Parish Council discussed the extension of tipping and excess traffic on and to the golf course until 2024 which the PC had not been aware of. It was agreed that any future proposals to extend will be refused.
- Climate Change- Suggestions were made to reduce paper use for meetings, by introducing a projector, arrangements have been made to access the Community centre roof with the suggestion of solar panels being an option.
- Speed Awareness- Broad Lane Councillors continue to pursue traffic calming in Broad Lane, some progress has been met.
