DRAFT Minutes of Essington Parish Council Annual Meeting held on 13th May 2019 at 7pm

Also present were 5 members of the public.
The Chairman opened the meeting, welcoming all members introducing three new Councilors.
- ELECTION OF CHAIRMAN OF THE PARISH COUNCIL
Councillor Winston Haddon proposed Councillor Chris Steel. This was seconded by Councillor Geoff Southern and resolved that Councillor Chris Steel be Chairman of the Council for the forthcoming year.
- ACCEPTANCE OF OFFICE OF CHAIRMAN
Councillor Chris Steel thanked members for their support and made a declaration of Chairman’s Acceptance of Office and agreed to abide by the Code of Conduct and signed his declaration.
- ELECTION OF THE VICE-CHAIRMAN OF THE PARISH COUNCIL
Councillor James Slim proposed Councillor Geoff Southern. This was seconded by Councillor Winston Haddon and resolved that Councillor Geoff Southern be Vice-Chairman for the forthcoming year.
- ACCEPTANCE OF OFFICE OF VICE-CHAIRMAN
The Vice-Chairman, Councillor Geoff Southern, thanked members for their support and made a declaration of Vice-Chairman’s acceptance of Office and agreed to abide by the Code of Conduct and signed his declaration.
- MEMBERSHIP OF ESSINGTON COMMUNITY CENTRE MANAGEMENT COMMITTEE
Resolved that the Chairman, Vice-Chairman and all Councillors be elected to the Management Committee. Date of next meeting: Monday 3RD June 2019.
- APPOINTMENT OF PERSONNEL COMMITTEE
Resolved that the Chairman and Vice-Chairman, Councillor Fisher, Councillor Pole, Councillor Kelly and Councillor Slim be elected to the Personnel Committee.
- APPOINTMENT OF FINANCE SUB-COMMITTEE
Resolved that the Chairman and Vice-Chairman, Councillor Dodd, Councillor Kelly, Councillor Fisher and Councillor Slim be elected to the Finance sub-Committee.
- APPOINTMENT OF POOLS COMMITTEE
It was resolved that the Chairman, Vice-Chairman and all of the Councillors be elected to the Pools Committee. Date of next meeting: Wednesday 27th May 2019 at 7pm.
- APPOINTMENT OF TEAROOM AND CRAFTERS COMMITTEE
It was resolved that the Chairman, Vice-Chairman and Councillor Winston Haddon, Councillor Bradburn, Councillor Porter and Councillor Fisher be elected to the Tearoom and Crafters Committee. Date of meeting: To be arranged.
- APPOINTMENT OF FOOTPATHS AND TREE WARDENS (THREE MEMBERS)
It was resolved that Councillor Pole, Councillor Dodd and Councillor Slim be elected as Footpath and Tree Wardens.
- APPOINTMENT TO OUTSIDE BODIES
- South Staffordshire Area Committee of Staffordshire Parish Council Association (2 MEMBERS)
Acting Clerk to find out more information of what is involved.
- Wyrley Juniors Football Club Committee
Resolved that Councillor Kelly and Councillor Mattison be the representatives on Wyrley Juniors FC Committee.
- Police Locality Committee
It was resolved that Vice-Chairman Geoff Southern and Councillor Slim be the representatives on the Police Locality Committee.
- Walsall Football Club Committee
Resolved that Councillor Porter and Councillor Dodd be the representatives on Walsall Football Club Committee.
- Appointment of two Trustees- Bushbury United Charities
Resolved that Chairman Councillor Chris Steel and Vice-Chairman Councillor Geoff Southern be appointed as Trustees of Bushbury United Charities.
PUBLIC PARTICIPATION EP807
Bailiff of the pools commented on an issue with a padlock it was resolved that the Council would address the problem urgently. It was asked that the Council recognise the ongoing hard work of the pools volunteers and the community.

2a. Crime Report
Essington 13/04/2019-13/5/2019
Increase in theft from motor vehicles incident areas of :2x Brownshore Lane,1x Elmwood Avenue,1x Hough Way.
ASB Hotspots 4x Hill Street nuisance youths. Kitchen Lane neighbour issues. Upper Sneyd Lane loud music. Bognop Road youths playing with tyres. St John’s School alarm going off.
PCSO’S are aware and patrolling the area and also attending school pick up times to give advice to young pupils leaving.
Burglary Residential- 4 incidents- Narrowboat nothing taken. Bognop Road Mercedes taken. High Hill nothing taken. Buttermere Drive several items taken.

Councillor Fisher commented on item 12 Essington in Bloom ratification of £500 Not being recorded this was noted.
Proposed by Councillor Bradburn seconded by Councillor Haddon
Resolved that the minutes are a true record with exception of the above.

EP805 crime report Councillor Slim commented if there had been a letter sent outlining previous concerns. This was noted.
EP805 Councillor Fisher asked for any updates on item 4 which was deemed unlikely given the current Clerk situation. This was noted.

- Clerk Vacancies update There was brief discussion between members. It was resolved that all applicants for the vacancies should be contacted with an update of the current situation.
- Brownshore Pre-School Update
It was advised that a proposed lease has been sent to the solicitor awaiting a reply.
- Essington in Bloom update
The Chairman thanked Councillor Slim and Essington in Bloom for their continued hard work.
Several new ventures have been set up by the group involving children from St John’s school, including an after school gardening club and a Dementia Garden for Cherry Tree Court. Councillor Slim thanked all those who supported Picnic in the Park, which raised vital funds for Bloom.
- Essington GBC
Great British Cleanup. Volunteers and residents who came from all over the village and surrounding areas to lend their support were thanked, for which proved to be a very successful day.
- Broad Lane Trees rear of 56
Councillor Porter and Councillor Dodd to follow up the current situation and discuss a way forward.
- Highways Update
No progress has been made with regards to the state of Wolverhampton Road despite many reports of dangerous driving conditions. It was resolved that it is now a matter of urgency.
The Chairman at 8.45pm asked for an extension until 9.15pm all members agreed.

- Pools area Grass Cutting
The Chairman advised members that a quotation had been submitted from B.G. Grounds for maintaining the grass cutting on the Pools Site of £48 once a fortnight. It was agreed to add this area to the existing contract.
Councillor Fisher Proposed, Seconded by Councillor Southern and carried.
- Food Bank Procedure
Several ideas were put forward on how the food bank procedure could be improved. Councillor Slim to contact a local resident who may be able to assist.
