Draft Minutes
Annual Meeting of the Parish Council held on the 9TH May 2022 @ 7 pm at Essington Community Centre, Council Chamber.
Public and Press- No members of the Public or Press were in attendance
Present
Councillors, Chris Steel, Hilary Southern, Steve Porter, Adrian Nicklin, Thelma Mattison, Louize Jackson, Susan Sheldon, James Parker.
The Chairman opened the meeting at 7pm

1.ELECTION OF CHAIRMAN OF THE PARISH COUNCIL
Proposed by Hilary, seconded by Steve and
Resolved that Chris Steel will be Chairman of the Parish Council for the forthcoming year May 2022-May 2023.
2. ACCEPTANCE OF OFFICE OF CHAIRMAN
Cllr Chris Steel made a declaration of acceptance of office signing the said declaration
3. ELECTION OF THE VICE-CHAIRMAN OF THE PARISH COUNCIL
Proposed by Chris, seconded by Thelma and Resolved that Hilary Southern will be Vice- Chairman of the Parish Council for the forthcoming year May 2022-May 2023
4. ACCEPTANCE OF OFFICE OF VICE-CHAIRMAN
Cllr Hilary Southern made a declaration of acceptance of office signing the said declaration
5. MEMBERSHIP OF ESSINGTON COMMUNITY CENTRE MANAGEMENT COMMITTEE- All Members

Resolved that Adrian and James will be primary members, with all other Councillors responsible for their own wards.

2. Declarations of Interest- Adrian declared an interest in Item 6.4, Chris Hilary and Adrian declared their involvement on the Committee of the Essington Show item 14.
3. Minutes of the meeting held on the 11th April- Proposed by Adrian Seconded by James- All in favour
4. Matters arising from previous minutes- Following on from the previous Council meeting where highways were discussed at length with Mark Keeling and Kath Perry it has come to the attention of the Parish Council via the Express and Star that an increase to the Highways budget has been announced Council are keen to see the schedule of work and how and where Essington will benefit.
5. District Councillors Report- Nothing to report
6. Financial Matters
6.1 Schedule of Payments- To be tabled at the meeting (Separate Sheet). Proposed By Adrian, Seconded by Hilary, All in Favour.
6.2 Income and Expenditure Report – Deferred
6.3 Bank Reconciliation -Deferred
6.4 Ratify £1000.00 donation to Friends of Essington for groundwork to the millennium Island- Plants and Shrubs Proposed by James, Seconded by Louize, All in Favour.
7 Correspondence- Resident concerns regarding Footpath closure & Swan Park. Items were discussed- Clerk to enquire when the Park is due to be completed/ made Safe
8. 1911 Café Rent Review. Hilary Proposed that the agreed rent for the period April, May, June stands at the lower rate, from July it will rise to the maximum rate as agreed in the agreed license following the lifting of Covid restrictions. Seconded by Adrian, All in Favour

10. Arrange Date for the Annual Parish Meeting/Assembly. The Annual Parish meeting has been arranged for June the 13th @ 6.00 pm followed by the Full Parish Council meeting commencing at 7pm.

13. Dog Waste Signs- Council wish to thank District Councillor Warren Fisher for giving up his time to fix the new signs to areas around the village.
14. Essington Show 2022- Hilary mentioned to Council that any volunteers for the day would be welcomed, Chris and Adrian to liaise with Steve reference programme content which will go to press by the end of the week.
15. Civic Sunday/ Parish Community Service- (Sunday the 15th of January 2023 @ 11.30) Celebration of the Community was suggested as an alternative to Community Service. Date was agreed as above.
16. Hall & Chamber Furniture Update- waiting for delivery date.
17. Climate Change- Deferred.
