Draft Minutes of Essington Parish Full Council meeting held on Monday 14th October 2019 @ 7pm.

Chairman Christopher Steel welcomed everyone to the Meeting.
Public Participation
The Pools Bailiff Advised Council that he had made a secure although temporary repair to the pole on the car park barrier.

- Declaration of Interests of Members. Councillor Fisher and Councillor Kelly declared an interest in item 10 on the Agenda.
2a. Crime report. Residential Burglaries 5, Motor Vehicle Theft 1, Theft from Motor Vehicle 2 Violence against a person 0 Drugs 0, ASB 3.
- Approval of Minutes from the last Meeting 9th September 2019.
Proposed by Councillor Fisher Seconded by Councillor Moore All in favour.
4.Matters Arising from the last Meetings Minutes.
None
5.County Councillors Report.
Councillor Perry and Councillor Keeling reported to the Council an update of the Conditions of Roads Traffic Volume and drains in both High Hill and Broad Lane and other areas of Essington. Further investigation and works will need to be carried out to resolve the issues.

6.District Councillors Report. Councillor Fisher advised the Council of the District Councils Public Meeting held at Codsall outlining South Staffordshire Local Plan Review for a proposed 4000 dwellings. Councillor Fisher advised Council that the meeting had been recorded and will be published on Essington Live in the near future.
7.Correspondence. A Meeting to be arranged between the Parish Council and the Committee of Essington Rugby Club re: roof Repairs to the Club House.
8.Finance.Councillor Steel read out correspondence from Alan Toplis Associates regarding the Agar report it was agreed for an Extraordinary Meeting to be held on Monday 21st October to deliver the report to Council. A further £2000.00 was Ratified for additional costs to Alan Toplis Associates
Proposed by Councillor Steel seconded by Councillor Dodd and carried. This Month’s Issued Cheques Proposed by Councillor Porter Seconded by Councillor Kelly and Carried.

10.Brownshore Pre-School- Windows in the Pre- School need replacing. Several quotations have been given to Councillors to consider. Differed to the Management meeting for further Discussion.
- Highways- Discussed under item 5 on the Agenda
12.Key Holder-Council Discussed keyholder situation and Late Hirers.
13.Food Bank- Councillors acknowledged St John’s School Children, Parents and Teachers for their recent Generous Donation to Essington food bank. The Children were asked to donate a food item in Celebration of Harvest. Councillor Slim held a big Soup Share in the Old School Tearooms recently, the Soup was made with vegetables grown by the Children of St John’s who attend the Mini Diggers afterschool Club. Significant funds were raised to fill a trolley full of items for the food bank.
- Community Centre Car Park, Fire Alarm, Emergency Lighting-Councillor Dodd mentioned to Council that he had made enquiries towards a Fire Risk Assessment to be carried out. Proposed by Councillor Curtis Seconded by Councillor Porter & Carried for Councillor Dodd to proceed.
