Essington Parish Council Full Council Zoom Meeting Minutes 22nd June 2020 @7pm.
Public Participation: The Acting Clerk asked a question on behalf of a resident Regarding reopening of the fishing pools which was agreed by Council to be discussed under Item 13a on the Agenda.Agenda1) Apologies- Cllr Bradburn2)Declaration of Interests-Cllr Kelly & Cllr Fisher, declared an interest in Item 11 Brownshore Pre-School. Cllr Steel & Cllr Southern declared an interest in item 10 Planning- (St Johns Primary Academy.) Cllr Dodd declared an interest in item 8 Finance- (Reimbursement for Office Phone purchase)3)Crime Report- None4)Approval of minutes of the last Meeting-All in Favour.5) Matters arising from the last meetings minutes. Cllr Southern mentioned the resignation of Cllr Rachel Pole the Council wish to thank Rachel for her support over the last 12 Month period and wish her well in her future endeavours.Not on the Agenda; County Councillor Kath Perry sent in a statement which was read out on her behalf.6)District Councillors Report- Cllr Fisher mentioned a delay to the local plan, and for the benefit of small self-employed businesses a discretionary grant is available online on the Government website. The Chairman also thanked Cllr Fisher for his continued support and considerable hard work towards getting the Water supply running fluid into the homes of those in Essington and surrounding areas after an inconsistent supply had seen homes without water for days during the Peak of the Coronavirus Pandemic.7)Correspondence- A concerned resident had reported what they believed to be Japanese knot weed near to the Pools area, after close inspection it was thought to be a less harmful type of weed from the same family. Thank you to the resident for spotting and reporting it to the Council.8)FinanceA. Bank Summary-Payments to be passed-All in FavourB. Ratify cost for Flooring for 1911 Café- £1000.00 was suggestedC. Tennant’s Utility Payments- All tenants have now been invoiced accordingly.D. VAT Payment-Update-The Council discussed and decided to pay the full amount of VAT owed totalling £47,086.15 which was due to the inconsistencies of the previous Council. Proposed by Chairman Cllr Steel, seconded by Cllr Haddon, Cllr Lester abstained, All in Favour.E. Allotment Association- Outstanding Invoice. Acting Clerk to reply requesting further information.9) Re-Opening of ECC- Due to recent Government Guidelines the Council discussed the possibility of reopening the Centre however, the Council decided that the centre should remain closed until further notice.10)Planning- Bovis Application- Update- St Johns School Planning application received for office extension, nothing to report re:Bovis Homes.11) Pre School –Update Nothing to discuss. 12)12) Community Centre FRA Update- Cllr Dodd gave the Council an update on the progress of work, commissioning of the boards and Fire training to be completed by the 24/06/2020.13)Pools Car Park-Update it was agreed to re-open the carpark gate along with social distancing Signage etc which the Pools Committee will work on.A. Pools Fishing- Update. The Council agreed that although the Pools area will remain closed for now it is their intention to open the Pools as soon as it is believed safe under regulations set out by the Angling trust and the Government Guidelines due to Covid19 and a risk assessment has been carried out.
