Public Participation 15 minutes
2x Members of the Public were present.
1x Member spoke to Council regarding a proposed local running club event, (spring 6), Council have requested a map of the suggested area to give a clearer view of any risks.
Agenda
1. Welcome new Co-opted Members- Chairman Chris Steel welcomed new Councillors Louize Jackson, James Parker for Central Ward and Susan Sheldon for Broad Lane Ward.
2. Receive Disclosures of Interests and Acceptance of office from Co-opted Members- Received and Signed by all new members and the Clerk.

5. Minutes of the meeting held on the 11TH of October 2021- Proposed by Adrian, Seconded by Winston- All in Favour
6. Matters arising from previous minutes- St John’s Church have been notified of the change of arrangements for the Church Magazine, The Council will from January 2022 give a Monthly summary of Council News.
7. District Councillors Report- Local Plan- Resident consultations to take place in Essington Community Centre on Monday the 15th November 2021 10am- 8pm regarding the preferred option in locality 3, residents are urged to make an appointment to attend. The Parish Council have been approached by Lower Penn Parish Council to ask us to consider joining them to engage with an independent consultant to advise us on the Local Plan for which the cost would be in the region of £1200 the Chairman will liaise on behalf of the Parish Council.

7a County Councillors Report- County Councillor Kath Perry attended the meeting, Kath mentioned the following.
Climate change which should appear on all Parish Council Agendas from now on.
Due to rising numbers of Covid19 in Staffordshire, eligible members of the public are urged to get their booster Vaccines when offered.
Funds have been set aside to replace a hedge in Westcroft (awaiting a traffic regulation order).
Broad Lane was again a topic of debate, following a recent report residents feel nothing is being done to calm HGV traffic & Speeding, Councillors made suggestions to help alleviate the issues, Kath is waiting for a funding report.
8. Correspondence- A response from Mark Keeling was circulated to Councillors following a recent meeting with Broad Lane residents Committee, which had been discussed in Item 7a
9. Financial Matters
9.1 Schedule of Payments- Proposed by Adrian, Seconded by Winston, All in Favour
9.2 Bank Balance as of 31st October- 214,890.94
9.3 Bank Reconciliation-Unpresented
9.4 Summary of Income- Proposed by Hilary Seconded by Gill, All in Favour
9.5 Arrange Budget Meeting- Meeting set for November 22nd, 2021, 7pm
9.6 Ratify Cost for outsourced cleaning contract- £205 per week plus VAT based on 15 hours Mon- Fri, to be reviewed March 2022. Proposed by Gill, Seconded by Hilary, All in favour.
9.7 Ratify Cost for FRA. Proposed by Chris, Seconded by Gill, that another at least 2x quote should be sought, the clerk having delegated authority to engage with the best value for money at a cost of no more than £525.00- All in favour
10 Community Centre Hirers Storage Charge – Defer
10.1 Hall Closure until Jan 2022- All agreed that the Hall shall remain closed until at least January 2022.
11. Grass Cutting – Defer
12. Swan Park- Council to invite previous members of the dissolved committee and all councillors to discuss the way forward.

13. Food bank- Louize to contact helping hands to donate food which has been supplied to the Council by the Children, Parents and Staff of St John’s Primary Academy.
14. Highways- Update as discussed in Item 7a
15. Maintenance – Update Finally Council have been issued with start dates for the new Corridor Emergency Exit and Pharmacy Fire Door alteration and door locking system which will commence from Tuesday the 9th of November. Tree surgeons have carried out the necessary work to the Trees on Swan Park the Community Centre and High Hill. Heating system in Esther’ Wardrobe is due to be fitted on Monday the 15th of November.

16. Ratify Engagement of RFO Salary & Terms- Proposed by Adrian, Seconded by Gill that we engage with an RFO for Essington Parish Council on a 12-hour p/w contract to be reviewed March 2022, All in Favour
17. Ratify Local Government Pension Scheme Contribution for eligible staff members Proposed by Chris, seconded by Hilary that staff members eligible for pension contribution should be/ remain on the Local Government pension scheme, All in Favour
18. Ratify Clerk Contract including amendments, Salary & back pay April 2021- 1st November 2021 (as agreed) Proposed by Winston, Seconded by Louize, All in Favour
19. Tenants Leases and Licences. Proposed by Hilary Seconded by Winston that the license as discussed remains at the agreed figure to be reviewed.
