Draft Minutes Essington Parish Council Full Council Meeting 19th July 2021 @ 7pm Essington Community Centre

In Attendance:
Councillors Chris Steel, Hilary Southern, Warren Fisher, Thelma Mattison, Adrian Nicklin, Steve Porter, Julie Cornfield.
1. Apologies- Cllr Kelly, Cllr Haddon, Cllr Cornfield advised she was running a little late. Cllr Lester.
2. Declarations of Interest-Cllr Porter declared an interest in Item 7.7 distribution of flyers to residents.
3. Minutes of the meeting held on the 21st of June 2021- Proposed by Cllr Nicklin, Seconded by Cllr Southern- All in Favour
4. Matters arising from previous minutes- Grass Cutting on the next main Agenda
5. District Councillors Report-High Hill flooding has been diagnosed as hydraulic issue Community members are urged continue to report to build a strong case, Responsibility Highways-Storm Water, Severn Trent-Sewage.

7. Financial Matters
7.1 Schedule of payments to be tabled at the meeting-Proposed by Cllr Fisher, Seconded by Cllr Southern, All in Favour.
7.2 Bank Balance as of 30th June to be tabled at the meeting- £171,949.89
7.3 Amendment to Financial Regulations- Proposed by Cllr Fisher, Seconded by Cllr Steel, All in Favour.
7.4 Quarter 1 Spend against budget- Figures to be released once a fault in the accounting system has been amended.
7.5 Write off Debt
Kings School of Dance £37.50 (as agreed due to class cancellation)
Allotment Association £860.00.- Proposed by Cllr Fisher, Seconded by Cllr Steel- All in favour.
7.6 Ratify cost Installation of Electric Heaters Esther’s Wardrobe. Resolved that the quotation of £730.00 is accepted from AMS Electrical Services. Proposed by Cllr Nicklin, Seconded by Cllr Steel- All in Favour.
7.7 Ratify cost for Distribution of Flyers to Residents- Resolved that the quotation of £420.00 to print and distribute flyers to all residents is accepted. Proposed by Cllr Steel, Seconded by Cllr Fisher- All in favour.
7.8 Ratify cost for Nikit footpath- Subject to confirmation of the quotation still being valid, no additional costs and documentation of comparisons it was resolved that Council accept the quotation from Hilton Main Services £11,950.00 plus VAT. Virement from general reserves to cover the cost difference from the budgeted amount of £10,000.00. Proposed by Cllr Nicklin, Seconded by Cllr Fisher, All in Favour.
7.9 Ratify cost of Windows 1911 Café- Deferred subject to further quotations
7.10 Ratify expenditure Picnic in the pools event- Proposed by Cllr Fisher that the Picnic in the Pools Committee have delegated authority to spend a ceiling amount of £1500.00 from the Councils Community Events fund. Seconded by Cllr Steel, All in Favour.
7.11 Nationwide-Additional Bank Account. It was resolved that the Council open an additional online deposit account with Nationwide to accommodate the Council’s reserves. Proposed by Cllr Steel, Seconded by Cllr Fisher, All in Favour.
8. Brief Report from each Sub-Committee
8.1 Maintenance- Cllr Nicklin gave a brief update, suggesting to the (Personnel/HR Committee) the urgent implementation of a delegated-on site fire warden. (Personnel/HR Committee) Next Maintenance meeting arranged for 2nd August 2021 @ 7pm
8.2 Finance- Chair of the Committee gave a brief Report- Bar Tenders to be reviewed at the next finance meeting arranged for 9th August 2021.
8.3 Pools- Chair of the Committee gave a brief Report-Next Pools meeting arranged for the 2nd August 2021.
8.4 Personnel/HR-Chair of the Committee gave a brief report
9. Picnic in the Pools- Committee members updated Councillors on progress of the event meeting tba to finalise expenditure etc…
10. Pools- Renewal Lease Received from SCC Council it was resolved that Council renew the proposed lease for the Pools for another
11. ECC Re-opening- Cllr Steel proposed we reopen the centre Mon- Fri 9am-3pm. Cllr Fisher proposed we amend the proposal to reopen as proposed however, hirers can apply to Council for a key holder to be provided for their event. Evening events to resume once security and Bar has been replaced. Seconded by Cllr Cornfield-All in Favour.
12. Westcroft Notice Board- Update- Insurance claim for the notice board has been received a new notice board to be ordered.
13. Swan Park- Update- A meeting of the Swan Park Committee tba deferred to the next agenda
14. Date of the next Meeting- 16th August 2021
